Ana Muñoz Merino (1964, Valencia de Don Juan, León). Vice President for Integrity Affairs Royal Spanish Football Federation Professor of Financial and Tax Law (1999).
General Director of Sports of the Superior Council of Sports, from 2013 to 2015 and previously director of the State Anti-Doping Agency from March 2012 to September 2013. During her mandate, the Law on Health Protection and Fight against Doping was approved in Sport, and signed the new World Anti-Doping Code in Johannesburg.
She highlights her professional role in the field of sports law, the development and promotion of women's sports and the processes of transparency and good governance.
As a legal expert, she has developed her professional activity as a legal and tax advisor and sports business strategy consultant at Discovery Networks and the World Padel Tour International Paddle Circuit.
She has been the president of the Committee of Experts for the Reform of the Local Financing System. She is a member of the Navarra Arbitration Board.
From 2004 to March 2012, she was a member of the Madrid Municipal Administrative Economic Court. Her experience in public management has also been developed as director of the National Agency for Evaluation and Prospective in the Ministries of Science and Technology and Education and Science, parliamentary advisor to the Secretary of State for Scientific and Technological Policy. She has been part of the Taxpayer Defense Council.
Throughout her professional career she has also held positions of responsibility in the field of private companies as general director of Publications of Editorial Aranzadi (1994-1997) in the stage of creating magazines such as Sports Law, she was the creator and first director of various scientific magazines in the tax field, such as the Fortnight Tax and Local Taxes; Member of the Editorial Board of the Journal of Telecommunications Law and New Technologies, and member of the Spanish Association of Tax Consultants.
Invited as speaker and director of numerous debate forums in the specialty of taxes at national and international congresses in the tax field in Spain, France, Italy, Portugal, Argentina and Mexico. She has specialized in issues related to the taxation of illicit activities, the penal sanction and criminal law, the financing of municipalities and their system of tax resources. Director of research work, among which a doctoral thesis on the tax regime of remuneration and image rights in football stands out.
